(a) Rail crossings above and below.— Every township constructing a street across a railroad shall construct the street above or below the grade of the railroad, unless permitted by the Pennsylvania Public Utility Commission to construct the street at grade.
(b) New construction.— New construction of a street crossing a railroad or the vacation of a street crossing a railroad shall be constructed or vacated only in the manner consistent with the rules and regulations and under the jurisdiction of the Pennsylvania Public Utility Commission.
(c) Damages.— Compensation for damages to the owners of adjacent property taken, injured or destroyed by the construction of a street crossing a railroad or the vacation of a street crossing a railroad shall be ascertained, fixed and paid under 66 Pa.C.S. Pt. I (relating to public utility code).
