1. (a) General rule.— A board of health has the following powers:

   1. (1) Recommend to the board of commissioners rules and regulations necessary for the preservation of the public health and for carrying into effect the functions of the board.
   2. (2) Appoint a health officer.
   3. (3) Abate and remove nuisances the board of health deems detrimental to the public health.
   4. (4) Mark infected premises.

2. (b) Enforcement.— A board of health has the duty to enforce all of the following related to the promotion of public health and prevention of the introduction and spread of infectious or contagious disease:

   1. (1) A statute.
   2. (2) A regulation of the Department of Health.
   3. (3) An ordinance of the township.
