1. (a) Certification.— The township engineer shall certify, to the township secretary, the date of commencement and date of completion of a municipal improvement that, in whole or in part, is to be paid by the owners of the abutting property. The certification shall be made a part of the permanent records of the township. The certified date of commencement and certified date of completion shall be conclusive on all parties.
2. (b) Definition.— As used in this section, the term "certified date of completion" means the date of the completion of the whole contract for a municipal improvement.
