1. (a) Removal of officer.— A township officer, elected or appointed to fill a vacancy in elective office, shall be removable from office only by:

   1. (1) impeachment;
   2. (2) the Governor for reasonable cause after due notice and full hearing on the advice of two-thirds of the Senate; or
   3. (3) on conviction of misbehavior in office or of an infamous crime in accordance with the Constitution of Pennsylvania.
2. (b) Quo warranto.— Notwithstanding subsection (a), an officer's title to office may be tried by proceedings of quo warranto as provided by law.
