1. (a) General rule.— The department shall cancel from the register under this chapter:

   1. (1) Any registration concerning which the department shall receive an application for cancellation thereof from the registrant or from the assignee of record.
   2. (2) Any registration in respect of which a court of competent jurisdiction shall order cancellation.
