(a) General rule.— The commission shall consist of the following members:

1. (1) One individual appointed by the Governor.
2. (2) The Secretary of Agriculture or a designee.
3. (3) The Secretary of Community and Economic Development or a designee.
4. (4) The Secretary of Revenue or a designee.
5. (5) The Secretary of Transportation or a designee.
6. (6) The Secretary of Environmental Protection or a designee.
7. (7) One individual appointed by the President pro tempore of the Senate.
8. (8) One individual appointed by the Speaker of the House of Representatives.
9. (9) Two individuals appointed by the Majority Leader of the Senate.
10. (10) One individual appointed by the Minority Leader of the Senate.
11. (11) Two individuals appointed by the Majority Leader of the House of Representatives.
12. (12) One individual appointed by the Minority Leader of the House of Representatives.
13. (13) The chairperson and minority chairperson of the Agriculture and Rural Affairs Committee of the Senate or a designee.
14. (14) The chairperson and minority chairperson of the Agriculture and Rural Affairs Committee of the House of Representatives or a designee.
15. (15) A representative of the Milk Marketing Board.
16. (16) A representative of the Center for Dairy Excellence.
17. (17) A representative of The Pennsylvania State University with expertise in the dairy industry.
18. (18) A representative of the Pennsylvania Farm Bureau with expertise in the dairy industry.
19. (19) A representative of the Center for Rural Pennsylvania.
20. (20) A representative of the Pennsylvania State Grange.
