(a) Recipients.— The owner or another person designated by the agency shall provide a copy of a signed environmental covenant as required by the agency to:

1. (1) all persons who signed the environmental covenant;
2. (2) all persons holding a recorded interest in the real property subject to the environmental covenant;
3. (3) all persons in possession of the real property subject to the environmental covenant;
4. (4) each political subdivision in which real property subject to the environmental covenant is located; and
5. (5) any other persons the agency requires.
