1. (1) a military-overseas ballot must be received by the appropriate county election board not later than the close of the polls; or
2. (2) the voter must submit the ballot for mailing or other authorized means of delivery not later than 11:59 p.m. at the place where the voter completes the ballot on the date immediately preceding the date of the election.
