(b) Restrictions on admission.— Admission to a shelter:

1. (1) shall be made without regard to race, religion, ethnic background, sexual orientation, country of origin or culture; and
2. (2) may not be conditioned on whether the victim of human trafficking is cooperating with a law enforcement agency in its attempts to prosecute persons under this chapter.
