1. (a) Petition.— If a person required by this title to sign a document or deliver a document to the department for filing under this title does not do so, another person that is aggrieved may petition the court to order:

   1. (1) the person to sign the document;
   2. (2) the person to deliver the document to the department for filing; or
   3. (3) the department to file the document unsigned.
2. (b) Association.— If a petitioner under subsection (a) is not the association to which the document pertains, the petitioner shall make the association a party to the action.

3. (c) Effect.— A record filed under subsection (a)(3) is effective without being signed.
