13 Pa.C.S. § 9708 – Persons entitled to file initial financing statement or continuation statement

(1) The secured party of record authorizes the filing.
(2) The filing is necessary under this chapter:
1. (i) to continue the effectiveness of a financing statement filed before Revised Division 9 takes effect; or
2. (ii) to perfect or continue the perfection of a security interest.

A person may file an initial financing statement or a continuation statement under this chapter if all of the following paragraphs apply:
