(a) General rule.— With regard to any street or any part of a street within city limits, a city may, with or without any petition of property owners, do any of the following:

1. (1) Open, widen, straighten, alter, extend and improve.
2. (2) Establish or reestablish the grades.
3. (3) Keep in order and repair and in safe passable condition.
4. (4) Vacate and discontinue when deemed expedient for the public good.
5. (5) With the approval of the Department of Transportation, vacate highways laid out by the Commonwealth within the city limits which have remained unopened for 30 years.

(b) Payment.— A city may pay for any of the actions authorized in subsection (a), either in whole or in part, from the general revenues of the city.
