1. "Incorporation resolution." A resolution to submit at a general or municipal election a referendum question to the registered voters of a municipal corporation.
2. "Municipal corporation." A borough, a township of the first class, a township of the second class or an incorporated town.
3. "Referendum question." The question of whether a municipal corporation shall become incorporated as a city of the third class to be known as the "City of ........................."

The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise:
