1. (a) Within 10 days of the discovery of a violation of the terms of an easement, the county board shall send written notice of the violation to the owner of the restricted land, the county governing body and the State Board.

2. (b) The written notice required by this section shall be sent by certified mail and shall set forth the following information:

   1. (1) A copy of the inspection report.
   2. (2) A copy of the deed of easement.
   3. (3) A description of the action or condition which constitutes the alleged violation.
   4. (4) A statement of the measures necessary to correct the alleged violation.
