To qualify as a racing official, the appointee shall, at a minimum be:

1. (1) of good character and reputation;
2. (2) experienced in flat racing;
3. (3) familiar with the duties of the position and with the Commission’s rules of flat racing;
4. (4) mentally and physically able to perform the duties of the job; and
5. (5) in good standing and not under suspension or ineligible in any racing jurisdiction.
