(a) An applicant for a license as a jockey agent shall:

1. (1) provide written proof of agency with at least one jockey licensed by the Commission;
2. (2) demonstrate to the Stewards that he/she has a contract for agency with at least one jockey who has been licensed by the Commission; and

3. (3) be qualified, as determined by the Stewards or other Commission designee, by reason of experience, background and knowledge. A jockey agent’s license from another jurisdiction may be accepted as evidence of experience and qualifications. Evidence of qualifications may require passing one or both of the following:

   1. (i) a written examination or
   2. (ii) an interview or oral examination.
4. (4) Applicants not previously licensed as a jockey agent shall be required to pass a written, oral examination, and if applicable, the Commission shall require evidence that the applicant has attended and completed a continuing education program for jockeys.
