A fine or suspension or both from driving not to exceed 15 days may be applied to any driver by the Starter for the following starting violations:

1. (1) Delaying the start.
2. (2) Failure to obey the Starter’s instruction.
3. (3) Rushing ahead of the inside or outside wing of the gate.
4. (4) Coming to the starting gate out of position.
5. (5) Crossing over before reaching the starting point.
6. (6) Interference with another driver during the start.
7. (7) Failure to come up into and stay in position.
8. (8) After coming to the gate, failure to keep one line in each hand until the word ‘‘go,’’ except for the purpose of adjusting equipment.
