(a) The Starter shall:

1. (1) Be subject to the supervision of the Presiding Judge;
2. (2) Be present in the starting gate at least 15 minutes before the first race;
3. (3) Have control over the horses from the formation of the post parade until the field is released at the starting point;
4. (4) Notify the Judges of all violations of the rules, giving detailed information thereof, including any assessed penalty;
5. (5) Notify drivers charged with violations of starting rules and grant a hearing before any penalties are assessed;
6. (6) Act as a patrol Judge when requested by the Judges; and
7. (7) Immediately report any false starts, impeded starts, unfair starts or any unauthorized activities to the Presiding Judge.
