To qualify as a racing official, the applicant shall, at a minimum be:

1. (1) Of good character and reputation;
2. (2) Experienced in harness racing;
3. (3) Familiar with the duties of the position and with the Commission’s rules of harness racing;
4. (4) Mentally and physically able to perform the duties of the job; and
5. (5) In good standing and not under suspension by the USTA or ineligible in any racing jurisdiction.
