1. (a) Requirements. To be eligible to be considered for participation in the Program, a person shall meet the following requirements:

   1. (1) Hold, own or possess pesticides that are or have been registered for sale and use within this Commonwealth.
   2. (2) Hold, own or possess the pesticides within a participating county.
2. (b) Exclusions. Empty pesticide containers may not be accepted for disposal. Persons not located within this Commonwealth are not eligible for participation in the Program.
