No person may distribute in this Commonwealth any type of fertilizer in bulk unless the bulk distribution container is properly labeled with all of the following information:

1. (1) The name and address of the licensee or registrant.
2. (2) The name of the product.

3. (3) The guaranteed analysis showing the precentage of plant food claimed, in the following format:

   1. (i) The percentage of total nitrogen.
   2. (ii) The percentage of a vailable phosphoric acid.
   3. (iii) The percentage of soluble potash.
   4. (iv) The percentage of secondary and micronunutrient elements.
