This chapter supplements and supersedes inconsistent provisions in the General Rules.

1. (1) This chapter applies to activities and proceedings before the Department in matters under 2 Pa.C.S. § § 501—508 and 701—704 (relating to the Administrative Agency Law) which are not vested in other bodies by law.
2. (2) To the extent this chapter does not supplement nor supersede the General Rules, the General Rules will apply to activities and proceedings before the Department.
