1. (a) Except as otherwise provided, this chapter applies to commercial motor vehicles and school buses engaged in intrastate commerce.
2. (b) This chapter applies to motor carriers of property or passengers involved in intrastate commerce, whether common carriers, contract carriers or private carriers.
