A partial refund or credit for registration fees paid for regular, unapportioned Commonwealth registrations for vehicles to be registered proportionally will be made as follows:

1. (1) If the apportioned registration applicant is the vehicle owner, credit will be applied to the apportioned billing.
2. (2) If the apportioned registration applicant is a lessee, the lessor may request a refund or may permit the lessee to obtain credit in the apportioned billing.
