(a) A refund in the appropriate amount will be paid to the registrant for fees paid to the Bureau as a result of one or more of the following:

1. (1) A Bureau billing error.
2. (2) A duplicate payment of registration fees for the same vehicle.
3. (3) A request for deletion of a vehicle from an original or renewal application if the request is received by the Bureau on or before the first day of the registration year.
