1. (a) Purpose. This chapter establishes procedures for distribution and use of manufacturer, dealer and miscellaneous motor vehicle business registration plates.
2. (b) Scope. This chapter applies to persons who apply for or use manufacturer, dealer or miscellaneous motor vehicle business registration plates.
