The Director of the Bureau shall have the power and the responsibility to perform following duties:

1. (1) Administer and coordinate the administrative functions of the Bureau.
2. (2) Have overall supervisory authority and responsibility over the Bureau.
3. (3) Have the authority which the Secretary delegates to him as he deems proper and appropriate for the efficient administration of the provisions of the act.
4. (4) Maintain full and complete records of the operation of the Bureau, which shall include, but not be limited to, a statement of revenue, prize disbursements and administration expenses of the Bureau. These records shall be open to the public as provided by law.
5. (5) Report on a regular basis to the Secretary on the status of the lottery.
