The purpose of a hearing is to:

1. (1) Give both complainant and respondent an opportunity to appear in person and present testimony, witnesses and documentary evidence relevant to the issue in question.
2. (2) Give both complainant and respondent an opportunity to cross examine the opposing party’s witnesses.
3. (3) Assure that documents and records presented or referred to during the course of the hearing are made part of the hearing transcript.
4. (4) Give the complainant an opportunity to review a pertinent evidence on which the adverse action was based. This may be done at the pre-hearing conference, if one is held.
