- (a) A certificate holder may, if specified in its Rules Submission under § 601a.2 (relating to table games Rules Submissions), offer to players a game variation entitled Bingo Blackjack, a variation of Blackjack in which players receive an enhanced payout for winning with a randomly determined player hand point total. Except as provided under this section, Bingo Blackjack shall follow the rules and procedures of Blackjack, as outlined in Chapter 633a (relating to Blackjack).
(b) The layout for Bingo Blackjack shall be submitted to the Bureau of Gaming Operations for approval in accordance with § 601a.10(a) (relating to approval of table game layouts, signage and equipment) and contain, at a minimum:
- (1) The name or log of the certificate holder.
- (2) A separate betting area designated for the placement of the Blackjack wager for each player.
- (3) A separate betting area designated for the placement of the Bingo activator wager for each player.
(4) The following inscriptions:
- (i) Blackjack pays 3 to 2.
- (ii) Insurance pays 2 to 1.
- (iii) Dealer shall draw to hard 16 and stand on all 17s, or other similar language approved by the Executive Director in accordance with § 601a.10(a).
- (5) A separate betting area designated for the placement of each optional wager offered by the certificate holder. Optional wagers include those provided under § 633a.6(e) (relating to wagers) and Chapters 633b and 633c (relating to Blackjack side wagers and variations—temporary regulations; and Blackjack side wagers and variations).
- (6) Inscriptions that advise patrons of the payout odds or amounts for all permissible wagers offered by the certificate holder. If the payout odds or amounts are not inscribed on the layout, a sign identifying the payout odds or amounts for all permissible wagers shall be posted at each Bingo Blackjack table.
- (7) A means of indicating the Bingo activator wager’s target player hand point count (Bingo target) and the Bingo multiplier to be awarded for achieving a player win with the target point count.
- (c) Bingo Blackjack shall be played with eight decks of cards that are identical in appearance and at least one cover card.
- (d) A player shall make both a Blackjack wager and a Bingo activator wager equal to 20% of the Blackjack wager to participate in a round of Bingo Blackjack.
(e) Once a player has placed a Blackjack wager and Bingo activator wager, the round of Bingo Blackjack shall begin by a random number generator being activated to independently select the Bingo target hand value and the Bingo multiplier.
- (1) Bingo target hand values shall consist of 12, 13, 14, 15, 16, 17, 18, 19, 20 and 21.
- (2) Bingo multipliers shall consist of 2x, 5x, 10x, 25x, 50x and 100x.
- (f) Once the Bingo target hand value and Bingo multiplier have been revealed, the Bingo Blackjack game shall proceed according to the rules and procedures of § 633a.7(a)—(o) (relating to procedure for dealing the cards; completion of each round of play).
(g) Winning Bingo Blackjack wagers shall be paid in accordance with § 633a.13(a) and (b) (relating to payout odds; payout limitation), except in the following circumstances:
(1) In the event that the player’s hand matches the Bingo target hand value, and is a winning Blackjack wager, in that the player’s hand exceeds the dealer’s hand without exceeding 21:
(i) The Blackjack wager shall be paid at the rate of the winning odds multiplied by the Bingo multiplier.
- (A) If the winning hand is a normal Blackjack win and would be paid at 1 to 1 odds, and the Bingo multiplier is 10x, the winning wager would be paid at 10 to 1.
- (B) In the event that the Bingo target number was 21, the Bingo multiplier was 10x and the player won with a Blackjack, which is paid at 3 to 2 odds, the winning wager would be paid at 15 to 1 odds (30 to 2).
- (ii) The Bingo activator wager is not returned or otherwise used in calculating winnings.
- (2) In the event that the player’s hand matches the Bingo target hand value, but matches the dealer’s hand value, the Blackjack wager shall push but the Bingo activator wager shall be lost.
- (h) Bingo Blackjack shall not be subject to the maximum payout limit contemplated under § 633a.13(o).
