(a) The penalties for violation of the law or this part is as follows:

1. (1) Denial, revocation or suspension of license.
2. (2) Monetary fines not exceeding $5,000 for each violation or forfeiture of purse, or both.
3. (3) Suspension from one or more activities at one or more tracks.
4. (4) Expulsion from harness racing in this Commonwealth.
5. (5) A combination of violations set forth in paragraphs (1)—(4).
