Costs associated with unit of service contracts are allowable if the following conditions apply:

1. (1) Units of service for which costs are claimed have been delivered.
2. (2) The unit of service arrangement is more economical and efficient than other contractual relationships.
3. (3) Services do not duplicate those provided by staff on complement.
4. (4) The service is not otherwise available and accessible through the Medical Assistance Program.
