1. (a) The Department will review unit costs reported on a cost report.
2. (b) The Department will identify a unit cost as an outlier when that unit cost is at least one standard deviation outside the average unit cost as compared to other cost reports submitted.
3. (c) The Department will apply a vacancy factor to residential service rates.
4. (d) A provider may request additional staffing costs above what is included in the Department-approved cost report rate for current staffing if there is a new individual entering the program who has above-average staffing needs or if an individual’s needs have changed significantly as specified in the individual plan.
