A county should formulate a separate procedures statement that utilizes its quality enhancement policy. Procedures should ensure that the process is consumer-centered. Procedures should address the methods the county will use to determine whether programs are having a positive effect on people’s lives. At a minimum, these methods should address consumer growth and development and consumer satisfaction. These procedures should contain the following:

1. (1) Methods for conducting annual self-assessments that measure individual consumer concern including growth, development and satisfaction.
2. (2) Methods for conducting an annual self-assessment that measures the availability of services in the county system as a whole. This includes addressing not only the availability of existing services but the need for additional services.
3. (3) Methods for contract monitoring to assure that quality enhancement provisions are being met.
