1. (a) The administrator may provide for consultation and education services through the following:

   1. (1) Utilizing his own staff.
   2. (2) Contracting with community mental health and intellectual disability centers and with other facilities serving persons with a mental disability.
   3. (3) Payment of a fee to individual practitioners in the fields of mental health and intellectual disability.
2. (b) Although consultation and education services are provided as a specific element of the county program, both the administrator and the providers of these services shall conduct a continuing investigation of sources available for funding consultation and education services, and assist the prospective recipients in their effort to secure funding.
