1. (a) The legal entity shall establish a written personnel policy governing the agency and programs for which it has legal administrative responsibility.

2. (b) The personnel policy shall cover the following areas:

   1. (1) Salaries or wages.
   2. (2) Hours of work.
   3. (3) Vacation and sick leave.
   4. (4) Overtime.
   5. (5) Employe benefits.
   6. (6) Duties for each job classification.
   7. (7) Standards for performance ratings and evaluations.
   8. (8) Grievance and discipline procedures.
