Information obtained by the county agency or Department in connection with general protective services may only be released as follows:

1. (1) Under § 3130.44 (relating to confidentiality of family case records).
2. (2) To another county agency.
3. (3) To an official of an agency of another state that performs general protective services analogous to those services performed by county agencies or the Department in the course of the official’s duties.
