(b) The staff training program shall provide:

1. (1) Orientation for new and reassigned staff.
2. (2) In-service training to provide, maintain or improve skills and knowledge needed by staff.
3. (3) The opportunity for staff to attend workshops, seminars or meetings related to their responsibilities with the county agency.
