(a) For purposes of satisfying § 2050.21(3) (relating to general eligibility criteria), the following persons are considered county residents:

1. (1) Persons who declare a place of residence located within the county.
2. (2) Out-of-State or foreign students who reside in the county while attending an educational or job-training institution in this Commonwealth.
3. (3) Migrant workers who are seasonally employed or are seeking seasonal employment within the county.
