In determining the operating costs of a facility, the Department will not allow costs related to:
- (1) The sale of laundry and linen service.
- (2) The sale of drugs to nonpatients.
- (3) The sale of medical and surgical supplies to nonpatients.
- (4) The sale of medical records and abstracts.
- (5) The rental of quarters to employes and others.
- (6) The rental of space.
- (7) Payments received from specialists.
- (8) Trade, quantity, time and other discounts on purchases.
- (9) Rebates and refunds of expenses.
