The following categories of jurisdictional gas utilities shall be applicable for the purposes of this section and § § 53.61, 53.62 and 53.64—53.68 (relating to recovery of fuel costs by gas utilities) but shall not modify the categories of gas utilities established for other purposes, such as to prescribe proper accounting methods:

1. (1) Section 1307(f) gas utility or large gas utility. A natural gas distributor with gross intrastate annual operating revenues in excess of $40 million, in the preceding calendar year, shall be categorized as a Section 1307(f) gas utility.
2. (2) Small gas utility. A natural gas utility with gross intrastate annual operating revenues of $40 million or less, in the preceding calendar year, shall be categorized as a small gas utility.
3. (3) Periodic orders. The Commission shall periodically enter an order designating the category of each gas utility for the purposes of § § 53.61, 53.62 and 53.64—53.68.
