(a) An applicant for a multistate license in this Commonwealth shall satisfy all of the Uniform Licensure Requirements in section 2, Article III(c) of the NLCA (35 P.S. § 10292), including the following Board requirements:
(1) To satisfy the education and examination requirements in section 2, Article III(c)(1)—(4) of the NLCA, an applicant shall:
- (i) Meet the requirements for licensure under section 6 of The Professional Nursing Law (63 P.S. § 216) regarding qualifications for licensure, including completion of an approved professional nursing education program and passage of the NCLEX-RN® for applicants for a license as an RN, or under section 5 of the Practical Nurse Law (63 P.S. § 655) regarding fee; qualifications of applications, including completion of an approved practical nursing education program and passage of the NCLEX-PN® for applicants for a license as an LPN.
- (ii) Successfully pass a Board-approved English language proficiency examination if the applicant is a graduate of a foreign pre-licensure education program not taught in English or if English is not the applicant’s native language. Board-approved English language proficiency examinations are posted on the Board’s website.
- (iii) Complete 3 hours of training in child abuse recognition and reporting from a provider approved by the Department of Human Services as required under 23 Pa.C.S. § 6383(b)(3)(i) (relating to education and training) and Subchapter E (relating to child abuse reporting requirements).
- (2) To satisfy the residency requirement in section 2, Article III(a) of the NLCA, an applicant shall have a primary residence in this Commonwealth as evidenced by the documentation delineated in section 402(3) of the NLC Rules.
- (3) Pay the applicable multistate license fee in § 21.1203 (relating to fees).
- (4) Not be currently enrolled in an alternative program, defined in section 2, Article II(b) of the NLCA, including the VRP or the PERC or subject to a disciplinary sanction, including enrollment in the DMU, or their successor programs.
- (b) Applicants who do not meet the requirements for a multistate license in subsection (a) will automatically be considered for a single-state license without the need to file another application.
