Institutions and others that are not eligible to apply include:

1. (1) Museums outside of this Commonwealth.
2. (2) Museums operated for profit.
3. (3) Museums owned or operated by the Federal or State government, except as part of a collaborative grant project.
4. (4) Museum consortiums or associations that represent museums, but are not museums in themselves.
5. (5) Associate groups at historic sites and museums administered by the Historical and Museum Commission, except as part of a collaborative grant with a nonaffiliated museum.
6. (6) Individuals.
