1. (a) The local authorities shall notify the Council, in writing, of the establishment of and all appointments to the Planning Council or Executive Commission. Such notification shall include:

   1. (1) The size of the Planning Council or Executive Commission, that is, the number of members.
   2. (2) The names of the members appointed.
   3. (3) The terms of their appointment.
   4. (4) Justification for selection as per category.
   5. (5) Any other pertinent information as may be requested.

2. (b) The local authorities shall notify the Council, in writing, within 21 days of any vacancies which may occur. Such notification shall include:

   1. (1) The name and category of such vacancies.
   2. (2) Reason and cause for the vacancy.
