The Judicial Advisory Commission (Commission), unless otherwise provided by the Governor, shall consist of nine members who represent a diverse population within the Commonwealth, appointed as follows:

1. (1) The General Counsel or his designee shall serve as a member and chairperson of the Commission ex officio.
2. (2) Six members, appointed by the Governor, shall be members of the bar of the Supreme Court of Pennsylvania, in good standing, with experience practicing before the courts of the Commonwealth.
3. (3) Two members, appointed by the Governor, shall be citizens of the Commonwealth who are not lawyers.
4. (4) The Governor shall designate a member of the Commission as vice-chairperson to perform the duties of chair in the absence of the chairperson.
