Contracting executive agencies shall do all of the following:

1. (1) Include language in all solicitations issued using IIJA and IRA funding that describes the CWTP and how to qualify for funding under the CWTP.
2. (2) Request offerors to submit a description of any OJT programs that the offeror may have available to new employees that qualify for the CWTP as an eligible organization.
