The Council is established to:

1. (1) Recommend policies that would improve the conditions in which families and other institutions nurture and develop children.
2. (2) Improve the climate for collaboration and coordination between families and institutions that provide services to children.
3. (3) Stimulate public and private partnerships supportive of the development of young children.
4. (4) Explore the opportunities for improving conditions for children of this Commonwealth presented by new policies at the Federal level and by emphasis being given to young children by private foundations.
