A juvenile may not be detained in secure detention pending or subsequent to a dispositional review proceeding unless one of the following occurs:

1. (1) The juvenile is in placement or is awaiting transfer to a Youth Development Center secure unit or other secure residential treatment program.
2. (2) The juvenile was returned from placement for failure to adjust.
3. (3) Secure detention is otherwise required based upon consideration of the factors delineated in § 200.6(3) (relating to postadjudication detention pending disposition).
