A copy of the decision of the Hearing Board shall be sent by first class mail to:

1. (1) The appellant.
2. (2) The Department.
3. (3) Other parties to the proceeding, if any.
4. (4) A person who has made a written request for a copy.
5. (5) A newspaper of general circulation in the area in which the appeal arises.
