1. (a) The Secretary will issue a written adjudication. The adjudication will include all relevant findings and conclusions, and the rationale for the adjudication.
2. (b) The adjudication will include a notification to the parties of appeal rights to Commonwealth Court.
3. (c) The adjudication will be served upon all parties, complainants, intervenors and counsel of record.
