1. (a) Where proceedings involve a common question of law or fact, the judge may consolidate the proceedings for hearing on all matters in issue, and may make any appropriate orders concerning the conduct of the proceedings to avoid any unnecessary costs or delay.
2. (b) Subsection (a) supersedes 1 Pa. Code § 35.45 (relating to consolidation).
